What happens when you take a boatload of foreigners and park them off the shore of a major American city? You get a new form of offshore development, that's what. Instead of worrying about pesky local labor laws, if you've got a ship in international waters, in some ways it's like being your own king. And it's good to be king.

What to think about this? Aside from the "is this whack?" type of questions, let's assume that this is successful and works out well for everyone. Can you imagine a day where the waters near major countries are strewn with ships full of low-wage coders? Never mind having to get them visas. It's like offshore development only 10 miles away. Offshore development that's really offshore.
